Everett S. Johnson

Everett Johnson is the Founder and Chief Executive Officer (CEO) of E3 Federal Solutions, LLC. He brings over 20 years of acquisition and project management experience working with the federal government. Since forming the company in 2004, Everett has led E3 in delivering the highest quality of services to its clients. In this role, Everett oversees the strategic direction and growth of the firm as well as ensuring that its unique culture thrives as E3 continues to expand.

Prior to establishing E3, Everett served five years in the United States Air Force as an Acquisition Project Manager where he was responsible for cradle-to-grave management of major combat support systems. After his military service, Everett entered into federal government consulting where he supported several clients, including the Housing & Urban Development (HUD) Real Estate Assessment Center, Immigration and Naturalization Service (INS) Modernization Program, Department of Homeland Security (DHS) Office of the Chief Information Officer, and the DHS Chief Financial Officer/Resource Management Transformation Office. When he first started E3, Everett directly supported several DHS programs and continues to actively engage with clients across the government.

Everett holds a Master of Science in Computer Science from Colorado Technical University and a Bachelor of Science in Civil Engineering from the University of Virginia. He also holds a Defense Acquisition Workforce Improvement Act (DAWIA) Certification in Acquisition Program Management and is an active member of the American Council for Technology (ACT) - Industry Advisory Council (IAC). In 2011, Everett was selected for the ACT-IAC Partners Program.

Kathleen Sober is the Chief Operating Officer (COO) of E3 Federal Solutions, LLC. She brings over 20 years of experience delivering program and contract management solutions in the federal government contracting community. As COO, Kathleen oversees all operations and delivery activities across the firm, helping to guide and execute E3's strategic vision and continued growth while ensuring outstanding technical performance to meet client mission requirements.

Prior to joining E3, Kathleen managed multimillion-dollar technology projects for several Fortune 500 companies. She also successfully started a federal practice for a woman-owned small business, delivering program and contracts management support. Her federal clients included the General Services Administration (GSA), Department of Commerce (DOC), Department of Homeland Security (DHS), and Department of Defense (DoD).

Kathleen holds a Bachelor of Arts in Business Administration from the College of William and Mary and is a Certified Contract Management professional (CPCM). She is an active member of the National Contract Management Association (NCMA) and has volunteered as a mentor in the NCMA Mentor Program. She is also actively involved in industry associations including the Professional Services Council (PSC), American Council for Technology (ACT) - Industry Advisory Council (IAC), and others. In 2000, she was selected for the ACT-IAC Partners Program.

Cameron Hogan is the Chief Strategy Officer (CSO) of E3 Federal Solutions, LLC. He brings 30 years of experience building successful organizations across a wide variety of industries and in different corporate lifecycles. He is focused on establishing and executing E3’s strategy for continued growth through business development, strategic positioning, corporate communication, and organizational execution.

Cameron’s career has been focused on helping clients engage employees to dramatically growing their businesses during times of rapid change and uncertainty. He has supported organizational change and optimization in both the public and private sector (manufacturing, financial services, media). Prior to joining E3, Cameron supported the Department of Homeland Security (DHS) through the integration process that merged three legacy agencies into Customs and Border Protection (CBP). In addition, he supported the Small Business Administration (SBA), DHS Science & Technology, DHS Office of the Chief Information Officer, Department of Interior (DOI), Health and Human Services (HHS) Health Resources Services Administration, and numerous commercial clients.

Cameron holds a Bachelor of Science in Business Administration from Bucknell University. He is also active in the Professional Services Council (PSC).

Donald (DJ) Paine

Donald “DJ” Paine is the Chief Financial Officer (CFO) of E3 Federal Solutions, LLC and brings over 20 years of experience as a finance executive. In his role at E3, DJ is focused on building and managing the financial and business functions needed to support E3’s strategic, operational, and transactional activities related to internal financial controls, accounting practices, budget formulation, human resources, cash management, and investment planning.

Prior to joining to E3, DJ served as Director of Finance of a large professional services firm where he partnered with business leaders at all levels of the organization. Specifically, DJ has supported clients across Department of Homeland Security (Citizenship and Immigration Services, Immigration and Customs Enforcement, Federal Protective Service, Headquarters, U.S. Coast Guard), Department of Commerce, Department of Defense, U.S. Department of Agriculture, Office of Personnel Management, and several state and local government entities.

DJ holds a Bachelor of Science in Business Administration with honors from Northeastern University. He is also a Certified Public Accountant (CPA) and Chartered Global Management Accountant (CGMA). DJ is a member of the American Institute of CPAs (AICPA) and the California CPA Society.

Martin Mackes

Martin (“Marty”) Mackes is the Chief Delivery Officer (CDO) of E3 Federal Solutions, LLC. He brings over 20 years of federal contracting experience, half of which have been focused within the Department of Homeland Security (DHS). Marty is responsible for managing all aspects of E3's delivery organization, including service delivery, client satisfaction, program and project management resourcing, and program and project management standardization. Additionally, Marty supports the overall strategy and growth of E3.

Prior to joining E3, Marty supported several federal clients, including DHS, U.S. Army, Social Security Administration, Department of Energy, Internal Revenue Service, National Institutes of Technology, and other civilian and defense markets. He has been recognized throughout his career as a leader in strategy, business growth, management, and delivery to mission-critical programs.

Marty holds a Bachelor of Science in Electrical Engineering from Old Dominion University. He also holds Project Management Professional (PMP) and Information Technology Infrastructure Library (ITIL) certifications.

Deirdre Pender

Deirdre Pender is the Senior Vice President, Contracts at E3 Federal Solutions, LLC. She brings over 20 years of contract management experience spanning both the public and private sectors. As Senior Vice President, Contracts, Deirdre is responsible for the direction and management of the contracts department. She is also the Chief Architect and Executive Sponsor of E3’s Ethics and Compliance program.

Prior to joining E3, Deirdre established the Compliance Division at the U.S. Agency for International Development (USAID) within the Office of Acquisition and Assistance (OAA). While the Compliance Division performed suspension and debarment duties on behalf of the Agency, Deirdre also expanded considerable resources in assisting organizations in the U.S. and overseas in developing an effective compliance program. Throughout her tenure with the Agency, Deirdre served on the government-wide Inter Agency Suspension and Debarment Committee (ISDC). She received the Office of Acquisition and Assistance Management Excellence Award in 2013.

Deirdre is a graduate of the Department of Navy’s Outstanding Scholars Program, where she began her contracting career. She holds a Bachelor of Science in Political Science from North Carolina Agricultural and Technical State University and an Master of Science in Government and Politics from the University of Maryland. She is Level III certified through the Federal Acquisition Certification in Contracting (FAC-C) program and maintains a membership with the National Contract Management Association (NCMA). Deirdre is also a Certified Compliance and Ethics Professional (CCEP).

Carrie Kramer leads the Civilian Division at E3 Federal Solutions, LLC. She brings nearly 20 years of experience delivering innovative solutions with meaningful results. As the Civilian Division leader, Carrie is responsible for client satisfaction, outstanding service delivery, staffing, the full profit and loss responsibility including growth, and all aspects of business and financial management that affects her division.

Prior to joining E3, Carrie served as Vice President of Strategic Capture where she was recognized for thought leadership contributions that built client trust and established a strong foundation for sustainable growth. She is well-versed in the full lifecycle of developing innovative solutions and has strong industry relationships with General Services Administration (GSA), Environmental Protection Agency (EPA), Social Security Administration (SSA), Department of Homeland Security (DHS), various Department of Treasury components, and federal law enforcement clients.

Carrie holds a Bachelor of Art in History from the College of William and Mary. She also holds Project Management Professional (PMP), Risk Management Professional (RMP), and Information Technology Infrastructure Library (ITIL) and Certified Scrum Master (CSM). She is a member of the Project Management Institute (PMI), Armed Forces Communications and Electronics Association (AFCEA), and the Professional Services Council (PSC).

Richard Schult

Richard (“Rick”) Schult leads the Department of Defense Division at E3 Federal Solutions, LLC. He brings over 15 years of consulting experience within the federal government and has led multiple program successes while with E3. As the DoD Division leader, Rick is responsible for client satisfaction, outstanding service delivery, staffing, and the full profit and loss responsibility including growth and all aspects of business and financial management that affects his division.

Throughout his career, Rick has supported clients through program and project management, requirements development, change management, usability studies, and strategic sourcing. He has supported a number of clients across the federal space, including the Department of Defense (DoD), the Department of Homeland Security (DHS), the Census Bureau, National Oceanic and Atmospheric Administration (NOAA), the National Science Foundation (NSF), and the United States Department of Agriculture (USDA).

Rick holds a Bachelor of Science in Business Information Technology from Virginia Polytechnic Institute and State University (Virginia Tech) and is a member of the Washington, DC Project Management Institute (PMI) Chapter. Under Rick’s leadership, E3 was recognized as the USDA Forest Service Small Business Contractor of the Year for support ensuring the general public had complete transparency into Forest Service American Recovery and Reinvestment Act (ARRA)-funded awards.

Saima Malik

Saima Malik is the Director of Human Resources at E3 Federal Solutions, LLC. She brings 14 years of human resources experience within the private sector. As the Director of Human Resources, Saima is responsible for the strategic direction and management of the human resources function and capability. In addition, Saima serves at the Ethics and Compliance Officer for E3’s Ethics and Compliance program.

Throughout her career, Saima has had proven success in leading human resources capabilities to include benefits, employee relations, performance management, compliance, and recruiting. Prior to joining E3, one of her primary responsibilities was to assist small government contractors in effectively building HR strategies, and in some cases, building entire HR departments from the ground up. Over the last several years, Saima has strived to cultivate a philosophy in which HR is no longer just a process or reactive solution to the company’s talent, but is instead a proactive strategic partner that assists the organization in achieving its goals. In doing so, a primary focus of her career has become the ability to provide organizations with business strategies that are both efficient and effective.  

Saima holds a Bachelor of Science in Global Business Management and is an active member of the Society for Human Resource Management (SHRM). She is a SHRM Certified Professional (CP), holds the Professional in Human Resources (PHR) certification, and is a Certified Veteran Recruiter (CVP).
